Costa Rica was discovered by Columbus in 1502, on his
fourth trip to the Americas. Yet, of all the Spanish colonies, Costa Rica was the most neglected. Perhaps due to
this neglect, Costa Rica marched to its own drummer and developed a form of government and a social
system more in keeping with the United States than with its Latin American neighbors. Costa Rica, the
oldest democracy in Latin America, did away with its army in 1948, and pumped that money instead into public
education, health care, affordable electricity, and clean, chlorinated water. In 1987,the country's president,
Oscar Arias Sanchez, was awarded the Nobel Peace Prize for negotiating and restoring peace in the region.
